[Rock-dev] Changing the location of autoproj_bootstrap

Can someone who have access to the web server redirect autoproj_bootstrap to:

https://raw.githubusercontent.com/rock-core/autoproj/stable/bin/autoproj_bootstrap

It would ensure that we always have an up-to-date bootstrap file.
